 Beneficiary Assessment of Agricultural Extension Project/ Agricultural Research and Training  Project (AEP/ARTP) (2000)
 CEEWA-U, with the support of the World Bank, undertook a Beneficiary Assessment of the  Agricultural Extension Project/Agricultural Research and Training Project (AEP/ARTP) in the year  2000). The goal of the research was listen to, understand and document the views of a sample  of farmers and opinion leaders regarding agricultural extension services. The research was  conducted in three districts Apac, Mbarara and Mukono and contributed to the 'Intensive Learning  Implementation Completion Reports' for the Government of Uganda and World Bank.

 Review and Analysis of on-going Agriculture extension activities under PMA and other policies  (2000)
 The goal of the study was to establish whether or not on-going extension activities were in line  with the PMA principles and current policies. The specific objectives of the study were:
   To define the role of farmers targeting the actions, activities and outputs needed to ensure  and enhance the attainment of the expected agricultural outcome.

   To propose measures and initiatives to be incorporated in the National Agricultural Advisory  Services (NAADS) in order to facilitate the farmers and other stakeholders perform desired  functions and realize desired outputs. The findings and recommendations of the study were used  as background information in the formulation of the NAADS programme.

 Review of Environment, Gender and Poverty aspects in the proposed National Agricultural  Advisory Services Programme (NAADS) (2000)
 The goal of this review was to identify primary environmental, gender and poverty concern,  including their solutions at the community and national levels that NAADS programme should  incorporate in its priority setting and activity planning. CEEWA-U is grateful that the gender issues  and concerns have been well articulated in the NAADS. The challenge now is having these gender  concerns mainstreamed in the implementation.

 Gender Analysis of the NAADS Program
 Gender analysis of the NAADS Program components and implementation institutions: This  analysis raised key issues that need to be emphasized during the implementation. The report is  being used for advocating for a gender responsive NAADS program For instance several advocacy  meetings have been organized between GAN members and the NAADS secretariat staff. The  overall aim of these meetings has been to illustrate how Gender can be mainstreamed into the  implementation process of the NAADS program. A lot of progress has been made and more  opportunities of networking with NAADS secretariat resulting from these initiatives.

 The above mentioned studies place CEEWA-U in a strategic position of having a clear  understanding of important issues needed to be addressed by the NAADS, especially the  concerns of poor women and male farmers who make up the bulk of the agricultural labour force  in Uganda.

 Gender Analysis of the Medium Term Competitive Strategy (MTCS)
 Analysis of the MTCS from a gender perspective was completed in 2002. The MTCS does not  incorporate a gender analysis of the private sector and as a result the intervention of the MTCS  do not address gender concerns.

 The components of the MTCS thast are of interest to CEEWA-U include, strengthening the  financial sector and improving access; Institutional reforms; Private sector growth in the context  of Globalization; Improving business environment for Small and Medium Entrepreneurs (SMEs).  The issues identified will be used for advocacy.

 Mainstreaming Gender into the Implementation process of the NAADS Programme
  Formation of The Gender Alliance on the NAADS (GAN)
 On realizing the wide scope of work in engendering agriculture advisory services, CEEWA-U  initiated an alliance, the Gender Alliance on NAADS (GAN) with other like-minded organisations to  advocate for a gender sensitive National Agricultural Advisory Services (NAADS) programme. The  organizations in the alliance include: Association of Uganda Professional Women in Agriculture  and Environment (AUPWAE), Action For Development (ACFODE), National Strategy for  Advancement of Rural Women in Uganda (NSARWU) and the Integrated Programme of the Food  and Agriculture Organisation (FAO/IP) of the United Nations.
