 Over 17,000 persons are in decision-making positions at both national and district levels in the  country. However, women constitute only 39% of these decision makers . This limited  participation of women in economic policy decision making, partly explains the persistent gender  inequalities in economic policies and programmes because many are gender blind. This in turn is  partly responsible for the unequal and stagnant economic growth rates being experienced in  Uganda- a phenomenon that is frustrating the poverty reduction efforts.

 A needs assessment to identify why policy makers were not mainstreaming gender, identified the  key issues as being:

 Inadequate skills and systems to allow technocrats to integrate gender into their programme  activities.

 Inadequate gender disaggregated data, and Policy debates at national level that relegates the  gender issues to domestic making concerns.

 To address the first issue, CEEWA-U designed a gender analysis and training tool that was used  to train some local government officials. Currently the Manual has been given to training  Institutions to use when training economic decision makers in gender analysis.

 The focus for GEDM is to influence national economic policy debates. Initial efforts were geared  towards engendering the Medium Term Competitiveness Strategy (MTCS) and the Strategic  Exports Programme (SEP). Within these programmes focus is on the trade policy and the fish  and horticultural exports. Analytical work on trade and the fish sub-sector, have established that  the main constraints hindering effective participation of women are:
  Lack of relevant skills
  Lack/limited information
  Lack/limited credit facilities to capitalize their operations

 In the medium term, the focus of the advocacy strategy will be to ensure that relevant policy- makers address the issues already identified through action research. In addition, more research  work will be carried out in other areas of the MTCS and SEP.
